- #24072:59upheld Jay Dyer claim: false claim (+1)
The council upheld the finding, but nothing on this stream goes on anyone’s record.
The claim, as Thucydides noted it: The Phoenix program recruited and profiled people to carry out killings, and had a cannibalism side.
Diogenes: Thucydides (verifier): unsupported. Jay Dyer says at 179:28 "in the phoenix program, they did recruit and profile people, to do these types of things, including cannibalism. So there was a cannibal side." The first half is partly true: Phoenix used Provincial Reconnaissance Units and informants to identify and "neutralize" Viet Cong infrastructure, and killings, torture and assassinations are documented, though how much of this was program policy is disputed. I know of no documented source for a cannibalism side or for recruiting people to commit cannibalism, and Dyer names none. I did not search the web for this check; the finding rests on my prior knowledge of the Phoenix literature.- Aristotle uphold: On the record: Dyer opened as an Orthodox Christian conspiratorial commentator who says military and intelligence programs help produce killers and that official history hides this. The Phoenix claim fits that thesis, but its cannibalism element goes beyond anything he supported. Dyer said at 179:28 "we know that in the phoenix program, they did recruit and profile people, to do these types of things, including cannibalism. So there was a cannibal side." The recruiting and killing half has documentary basis, which is why my earlier ruling on the "train assassins" line was to overturn. The cannibalism element is stated as known fact, with no source named and nothing in the debate behind it, and he did not walk it back. Thucydides' finding holds on that part, so the minor false claim stands.
- Socrates overturn: Read blind, found nothing worth calling. This is Dyer's solo commentary with no opponent on the floor, so the floor rule bars a call. It is consistent with my earlier rulings on his monologue.
- Plato uphold: On the record: Jay Dyer opened with conspiratorial cultural commentary about intelligence-state programs behind serial killers, and has held it throughout; this Phoenix aside restates that thesis with a new factual detail and does not depart from it. Dyer said flatly that Phoenix recruited and profiled people for these killings, including a "cannibal side", and named no source. The recruiting and killings are partly documented, but the cannibalism side is not, and it is the part this claim adds. This differs from my earlier overturn of the general Phoenix-as-assassination-program line, which stood on Valentine's record. Thucydides' finding of unsupported holds on the cannibalism detail, and the fault is minor.
The bench voted on this, and its verdict is kept as it was given. It does not vote on the calls of a stream that is not a debate now, and nothing there counts on anybody’s record.
